Dr. Celal Sami TÜFEKCİ was born in 1971 in Giresun. He obtained his Bachelor's degree in Mechanical Engineering from Gazi University (Ankara, Turkey), his Master's degree from Northeastern University (Boston, Massachusetts, USA), and his Ph.D. from Rensselaer Polytechnic Institute (Troy, New York, USA), all in the field of Mechanical Engineering.

Dr. TÜFEKCİ began his professional career as a Project Engineer at the Research Center of Pitney Bowes Inc. (Shelton, Connecticut, USA), a leading global communications and document management company, where he made patented contributions in high-performance motion control. As an expert in Mechatronics and Control System Design, he consulted on numerous projects for various companies. He then served as a Satellite Design Specialist at Thales Alenia Space (Cannes, France), contributing to the production and technology transfer team of the TÜRKSAT 3A satellite (Launch/Ariane-5: June 12, 2008, Kourou, French Guiana). Following this, he took on the role of National Communications Satellites Program Director at TÜRKSAT (Ankara, Turkey). Later, at TÜBİTAK Space Technologies Research Institute (Ankara, Turkey), he worked as a Chief Researcher on the RASAT (Launch/Dnepr: August 17, 2011, Yasny, Russia) and GÖKTÜRK-2 (Launch/LM2D: December 18, 2012, Jiuquan, China) Earth observation satellite projects.

In his academic career, Dr. TÜFEKCİ has held positions as a Research Assistant at Rensselaer Polytechnic Institute (Troy, NY, USA); Assistant Chair of the Department of Mechanical Engineering at the University of Connecticut (Storrs, Connecticut, USA); Lecturer at the University of Ontario Institute of Technology (Oshawa, Ontario, Canada), Gazi University (Ankara, Turkey), and Atılım University (Ankara, Turkey); Faculty Member at the Department of Mechatronics Engineering at Yıldız Technical University (Istanbul, Turkey); and lastly as Director of the Central Research Laboratory.

Dr. TÜFEKCİ started his role as Head of the Space Department at the Presidency of Defense Industries (SSB) in Ankara, Turkey, where he led the high-resolution GÖKTÜRK-1 Satellite Program (Launch/Vega: December 5, 2016, Kourou, French Guiana) and Satellite Launch Programs. He was later appointed as Deputy Undersecretary and continued his role as Vice President following the transformation of the Undersecretariat into the Presidency in 2018. He served as Deputy Minister of National Defense between 2023 and 2024.

Dr. TÜFEKCİ, who has previously served on the boards of many companies, currently serves as the Chairman of the Board at ULAK Communication Inc. In addition, he is a member of the Advisory Boards of the Department of Mechanical Engineering at Gazi University, the Department of Electrical and Electronics Engineering at Bilkent University, and the Department of Aerospace Engineering at METU.

He is married with 3 children, TÜFEKCİ is fluent in English.

Mustafa YAMAN was born in Ankara in 1975. He graduated from the Middle East Technical University, Department of Electrical and Electronics Engineering in 1997. He completed his master's degree in Ankara University Electronics Engineering Department in 2005.

He started his career as a Candidate Engineer at ASELSAN in 1996, and later worked as an Engineer and Technical Leader. Between 2008 and 2014, he worked as Radar System Engineering Manager in the Radar and Electronic Warfare Systems Sector Presidency. After working as Radar System Engineering Director between 2014-2017, he served as Radar Program Director between 2017-2022.

Apart from ASELSAN, he acted as a referee in TÜBİTAK KAMAG projects.

He was appointed as Vice President of Communication and Information Technologies in the Board of Directors meeting dated June 28, 2022, to be effective by July 1, 2022. Additionally, he serves as the Chairman of the Board of Directors of the Communication Technologies Cluster (CTC) on behalf of ULAK Communications Inc.

He is married, has three children, and speaks fluently English.

Beytullah KUŞÇU was born in Adana in 1975. He completed his BSc. degree in Electrical and Electronics Engineering between 1993-1998 at Cukurova University and his MSc. education at City University London / UK between 2008-2009.

He started his career as an engineer in the General Directorate of Radio in 1998. He continued his studies as an engineer at BTK between 2000-2002 and worked as an ICT Expert at different departments of BTK between 2003 and 2014.

He appointed as the Head of the BTK Sectoral Research and Strategy Development Department in 2014 and as the Head of the Authorization Department in 2016. He studies on preparing and monitoring the authorization legislation in the Electronic Communications Sector, authorization, and tenders for mobile communication services (3G, 4.5G, and 5G preparatory studies). ), numbering regulations, financial obligations of operators, preparation and secondary regulations regarding the use of domestic and national products by operators, and coordinates universal service projects. He currently serves as the Vice President of the Information and Communication Technologies Authority (BTK).

He is a member of the Board of Directors at ULAK Communications Inc.

Ahmet Bahadır BÜLBÜL was born in 1981 in Konya. He received his bachelor's and master's degrees in Electrical and Electronics Engineering from Gazi University respectively in 2006 and 2011. In 2019, he graduated from the NATO Defense College in Rome, Italy.

Between 2003 and 2006, he worked on joint projects on industrial control boards and electronic development kits with various companies in Ostim and METU Teknokent. Subsequently, from 2006 to 2007, he worked at ESDAŞ A.Ş., and from 2008 to 2012, at A-TEL Defense companies as an R&D Engineer specializing in hardware and software design.

From 2012 to 2022, he served as an Expert and Information Technologies Manager at the Presidency of Defense Industries of the Republic of Turkey, in the R&D and Technology Management Department. Since July 2022, he has been serving as the Head of the Cyber Security and Information Systems Department at the same institution. He is married with 3 children

Tolga KILIÇ has obtained his BSc. degree in Electronics and telecommunications Engineering from Istanbul Technical University in 1998. He holds graduate degrees in Science and Technology Policy from Middle East Technical University and in Communications Policy from the University of Westminster and completed an Executive MBA degree from Istanbul Technical University.

Tolga KILIÇ started his career in 1998 as a Planning Specialist Assistant at the State Planning Organization. Then, he served as an IT Specialist at the Information Technologies and Communication Authority. In the following years, he worked as the Regulation Director at Avea, as well as the Regulation and Competition Management Director at TürkTelekom. In 2018, he served as the General Manager at ASC Law. Since January 2021, he has been working as the Strategy Director at Turkcell.

He is a member of the Board of Directors at ULAK Communications Inc.

Fatih TÜRKOĞLU was born in Konya in 1985. After graduating from Konya Meram Science High School in 2003, he completed his Bachelor’s degree in Computer Engineering at Istanbul Technical University in 2008.

He started his career in 2008 as a Technology Consultant at IBM Türkiye office and then began to provide Management Consulting on Technology Strategies for the Telecommunications, Finance, and Insurance sectors at Accenture Türkiye office.

Since 2014, he has undertaken various roles in the Telecommunications sector and during this time, he has been involved in the Global Telecommunications Strategies program at the University of Texas.

Currently, he serves as the Director of Products and Services at TurkTelekom, where he leads investment planning, product and service roadmap determination, commercialization, and marketing activities in areas such as Data Centers, Cloud, Cyber Security, 5G, Private Networks, Smart Cities, System Integration Projects, and Fixed Infrastructure services.

He is a member of the Board of Directors at ULAK Communications Inc.
